Modified.
If your car breaks down, and you have a necessary repair done (eg: fan belt blew out, tire blew out) to make the vehicle drivable again the charge is not on the entire vehicle.
However if you have it modified (new rims just because, engine swap, body parts, whatever), they no longer consider it the same vehicle and can charge you duty (and tax IIRC) on the value of the entire thing.
Same goes for modifying jewellery (eg: a new stone in an old setting), and other products.
Also, it's complete crap.
