It's a pretty bad (or awesome?) troll job actually on the Chief Marketing and Strategy Officer.
The photo shopped crowd is actually pulled from the horrible repetitive 2D cardboard cutouts from Forza 5. There was a brouhaha when they downgraded the graphics from what they showed originally. The crowd is basically the same flat sample picture of 20-30 people over and over again.
