It takes forever to download it onto the device for playback offline and I can't just click to play it and watch it as it downloads the same way I do with ATV.
So if streaming of the internet directly is what ATV is doing, and I can't do that on iPad, I still don't understand why I can watch it as it downloads on the ATV but I can't do that nearly as well on the iPad. It's not like the one gets to download stuff faster than the other. What's going on?

Maybe I am misunderstanding you but I think you can do this. Just click on your episode from the video app and you will see the download start. Once the download has reached a level that you feel comfortable streaming with (say 5-10%), then just click on the video again and the video should start up.
Hopefully this is what you were asking for.
