I think it depends on the time of day. I've had Speedtests at 4-5 mbps, but it's rarely during the work day. I've seen down speeds at 0.5 and up speeds in the range of 0.1 at 4 pm. It really seems to get congested during "commute" times. This is all in near NW (Foothills hospital area).
