Shouldn't they have? It was designed with 1950s highway design mentality. Surely the same ends could be achieved without bulldozing entire blocks of neighbourhoods. The project was sent back to the drawing board in a 15-0 vote at Council, so it wasn't just inner city folks balking, the 9 suburban councillors agreed.
