You want to show me where that's true, if it is I'm sure I'll be able to find how your using it out of context.
For instance I'm sure the NFL could derive more benefit out of the flaming C by giving it to whoever moves a franchise to Los Angeles to be called the California Flames, therefore Calgary isn't entitled to the TM anymore? I'm positive the net public benefit is positive given the sheer size of population alone.
FWIW i looked up ways you can lose a TM and 'net public benefit' wasn't even close to one of the reasons.
