That would be animal abuse. Posture, etc is usually enough to assert dominance. Staring while clearly trying to avoid is a sign of a weaker animal which is what most who are afraid of dogs do... they stare at them wide-eyed while walking in a large circle around the dog. Wide eyed staring is a sign of aggression to dogs. In trying to avoid confrontation, they're actually doing the opposite of what they should be.
