Dogs are pack animals. If you assert your dominance, they won't bother you. If you stare at them as you're walking, they'll wonder why and take that as aggression. If you ignore them, they will ignore you too. They way any human acts around animals will influence the way they act around you. Yes, poor training is the biggest influence. Assume every dog is poorly trained and act accordingly.

So you need to assert dominance with a good swift kick to the ribs?
