I'm not excusing biting because that is inappropriate behaviour but 1 in 5 dogs bark? Well, they all do. 1 in 50 runs up to intimidate him? How does he know that's their intention? My dog runs up to people all the time (never barking) because she wants to play. That's what these areas are for.
I'm just saying that if you're that nervous around dogs, don't go to off-leash areas where people will have their dogs off leash.
