Wow, get a clue. When in an off-leash area, a dog must respond to voice commands and therefore shouldn't be running up to people.

You've mentioned your dog runs up to people in other threads. When are you going to grasp the fact that you are in the wrong in that scenario every single time? Dogs are not allowed to disturb anyone in the City of Calgary. Getting into their personal space is absolutely disturbing somebody without exception. Please start following the bylaws. They are there for people exactly like you that wouldn't take all of the above as no-brainer common sense and actually need to be told that what you are doing is disruptive and ridiculous.
