Weight (in pounds) divided by two is a good rule of thumb for starters. Personal preference comes into play but likely not until the teenage years - a young person will not be able to tell the difference.
More important is length and lie. Find the length she is comfortable using, then find the corresponding lie angle that allows the blade to sit properly (neither toe or heel too up - flat), then find the flex noting flex increases as the stick is shortened.
