That's why its called law enforcement, and not behavior request services. I'd argue that a cops role is split into thirds, dispute resolution, enforcement/intimidation, human services.

And I don't recall anything that said that cops are immune from prosecution, the investigative path is far different and I would think far more exacting then civilian investigations.

Are there bad cops? Absolutely, there are also bad firemen, ambulance drivers, garbage men, gas station attendance etc.

Its just that out of those groups, one group is armed and their bad behavior usually ends up in serious harm or death.
