The best superhero movies have a well defined villain.
Dark Knight, Captain America 2 : Winter Soldier, Superman; X-Men 2, Spiderman 2
or sometimes you can get away with a cool origin story such as Guardians or Iron Man, but it doesn't last. Green Lantern's Paralax was just a fear-mongering space glob, Dark Knight Returns would have been 100 times better if Bane was balanced by more than baby al-Ghul. The list goes on and on where the production team shortchanges a villain and the result is that there's no conflict in the movie. I can go on, but my general thought is....
Please take you're time with Lex Luthor. Please make the Riddler the most complicated character of all time. Humanize Sinestro's motivations instead of just plopping a yellow ring on him. We've lived with most of the big DC heroes for most of our lives. We know them. Spend time on the villains. If they are dedicated to it, they could make any villain terrifying. More often than not, the villain is a stock character, and honestly those movies are difficult to watch.
