I guess Rockstar/Naughty Dog "could" have sat on the completed game for a year and not released it until the PS4 and Xbone came out (though they likely didn't have much information about console release dates at that point) to avoid "double dipping" with a remaster. But it seems kinda tough to expect them to do that unless you're hoping to spend the absolute least amount of money as possible. Let alone the tiny install base of the new consoles at launch - unless you wanted them to sit on the finished game for an additional year or two for increased adoption numbers.

They are businesses after all and you're asking them to sit on completed work and defer sales of 7 million units (for the Last of Us) and $2+ billion in revenue (for GTA V) for a year. And we're not talking super crappy beta versions either, this is for full complete games that reviewed very well.

Personally I don't mind, consumers can and will vote with their wallet and the market will dictate what works and what doesn't. Just like with GOTY editions.
