Two wrongs don't make a right, that's a universal truth. If Israel's best reason for firing on schools and hospitals and killing civilians is "the terrorists endangered them first," then I'm sorry, but when your country is justifying evil by saying it's ok because terrorists did it first, then your government isn't much better than the terrorists.
Most reasonable people know Hamas is awful and evil. Hamas justifies it's actions because of the Israeli occupation, Israel justifies it's actions because of the Hamas rockets, both have sides have histories that are far reaching and complicated. Much of the world she's the evil that Hamas is, but when does the evil being perpetuated by Israel become obvious?
As I've said before. It's not good vs evil, it's, at best, bad vs evil.
The same applies to you. If wanna be mods aren't needed, nor are those telling others they shouldn't encourage civility. Take your own advice and report it and leave it at that.

The kind of policy you're talking about would only encourage Hamas further. If Israel announced they were not going to respond to attacks from areas with civilians, then Hamas would attack only from areas with civilians.
