This is based on the logic that the best players play the most ice time. Again, not based on any fact, but it makes much more sense in my eyes. It's an iffy stat for me based on how close the numbers are in comparison to Quality of Competition stats that are possession-based.

That could be true. I tried to confirm/deny by trying to get a firm definition on TOI% (as with QoT TOI% it is the percentage of time played with that player, thus I applied the TOI% in QoC as the percentage of time played against whatever the arbitrary cut-off for top QoC is) so you could be right.
