Both. Commerical would be the manufactoring of the cars/batteries and stations, and the retail side.
Industrial would include research/manufactoring into potential large-output, clean electrical energy. Although Musk seems partial to solar, which isn't the best fit for Calgary, but that doesnt mean that research and testing can't happen here.
It could even serve as a location for Musk's development of the electric jet and there's even another local forward thinking company and potential partner in WestJet, to try and impliment it.
And a little bit more forward thinking. Why not get Canada involved in SpaceX? Canada has been at the forfront of technological advances in space before. Again, lots of land around to set up shop for a joint space initiative.
Lots of possibilities.
