As a rule, people park where most convenient for them. For some, that means as close to the door as possible. For others, that means away from everyone else. Sometimes, that may well mean right beside another car in a wide open lot. You can't really judge the reason for why someone parked next to you any more than they can judge the reason for why you were already there.
