It would actually explain the infamous $45k trip and her "I didn't know how much it cost" comment as well. She got the flight/time she wanted without having to concern herself with "minor" details like what it cost to fly a private jet.

Of course I'm just spitballing here, it's also possible she carried around a sack of $50 bills and made a habit of burning them for fun while booking fake passengers onto the government plane from her iPhone.
