It doesn't have to be across the street if he needs access to his truck frequently - there are areas at each end on the same side where he would have better access to the doors anyway, without impeding customer parking. The loading zone can accommodate more than one vehicle.
I'm just pointing out that there are more practical places to park if he is indeed a worker, and if he was actually there all day. This was in the morning and the lot was filling up fast, so maybe he got caught off guard? Who knows. He may have been inside selecting geraniums for all we know.
