I seriously doubt it would deter them though. That is the point.

Most data I have seen shows that punishments are rarely a deterrant.
It is not incorrect. The average age that people have sex has been on a steady decline for decades. Younger teenage women have been experiencing there menstual cycle much sooner than decades ago.
