I think a lot of the factors you mention are bang on but primarily I think it is the fact that it is the world's most popular sports and almost everyone else cares more about it than us.
It also doesn't help that when we have a good young player finally come along like Owen Hargreaves he chooses to go play for jolly 'ol England instead of Canada.
