A lot of people just dont seem to care about their appearance. Spend 5 minutes people watching in the +15 at lunch and you quickly come to that conclusion. I can look around my own office which has a business formal dress code and come to the conclusion that some people just dont care. You dont have to shop at Holt or Harry to look put together. I think a lot of guys shop without trying clothes on. Suits that look sizes too big or too small. Pants that are way too short or too long. Then shoes... Shoes that have never seen shoe polish in their lives.
The short sleeve dress shirt and tie combo? I wonder about guys who wear this. Are they oblivious? Do they think that they can pull this look off and the hate of the look is geared to others but not them.
I have good friends who are great guys but it seems that at some point they just gave up caring about their appearance. I have a couple of friends whose wives buy them their clothes and they only get haircuts when their wives pressure them to. I have one friend who got separated from his wife and moved out. He was living on his own for the first time in over a decade. He asked for help in clothes shopping because he said his wife bought him all of his clothes at Costco for the longest time and he wanted to update his look to start dating.
If you have no clue, ask a sales person. Go to the Bay and get a low priced suit and tie that fits properly. You wont be mistaken for a GQ model but you will look sharp. And get decent shoes. Ditch the square toed Aldo special.
