I know a few people that have gone to Ghana (18-22 year olds), predominantly for some kind of volunteering program.

As with any travel, the biggest thing is personal awareness of surroundings. Pickpocketing and petty theft, while not extremely frequent, can happen.

The other key adjustment to consider is that she will look a little out of place. Ghana is a pretty warm country, but with that being said, most of the girls around her age that I know got several looks when wearing shorts and/or tanks. That being said, the added attention will be just that - no one I know felt seriously threatened at any point, though I am not sure if they went specifically to Offinso. As long as she doesn't go many places alone or at night, though, I think she should be fine. Travelling and volunteering at this age is definitely an invaluable experience.
