A player can never receive less than 85% of his previous year's salary. But in Colborne's case that would put him below the league minimum.
As far as I can deduce the Flames could say he's worth league minimum ($550,000) with a fairly clear conscience, but I imagine they'll start with last year's salary & go from there.
From what Colborne's camp has been saying I imagine they'll try and settle this outside of the arbitration process.
