1) I would generally advise against a short-sleeved dress shirt (if it's the heat you're worried about, I prefer rolled up sleeves over short sleeves).
2) If you don't have a jacket, I would also advise against wearing a tie. I find it a little tacky to wear a tie with no jacket.
3) If you don't have a jacket and are wearing a short-sleeve shirt, I would
strongly advise against wearing a tie. That, to me, is just putting together the worst of both worlds.
