I don't think the lack of player for player trade is a problem as much as poor asset management and lack of moves to surround the core with better players and improve the team.
It seems that beyond free agent signings, all Chevy does is trade for players using draft picks as a currency while letting almost all of his pending UFAs go for nothing while missing the playoffs.
