They dont do a total rating, they do individual ratings of specific stats and skills - like speed, endurance, slap shot power, slap shot accuracy, etc.
Those individual ratings aggregate into the total rating you are discussing here.
The problem is that even though a pro scout might do the individual ratings, EA controls which ratings have the biggest impact (weighting) on the overall score. Speed, for example, has a significant impact on the overall rating, while fighting skill has little if any effect.
From a purely video game mechanic perspective, speed of the player makes a huge difference. So while this weighting system makes sense in some cases, I previously found it quite annoying with speedsters like Lombardi and Glencross who's "in game speed" had to be gimped because of the weighting the stat would have on the overall score.
To sum it up, Lombardi should have had one of the fastest speeds in the game, but couldn't as it would have made his overall score pretty unrepresentative of reality.
