What does he mean "in the name of tourism"? Why would that be a bad thing? Tourism, generates money, it's literally a revenue generator, so why wouldn't you invest in something that generates dollars?
Now, I have no idea how long it would take to break even on the $18M investment (if at all). That's what will dictate if the investment is worth while, but it blows my mind how short sited people are. Unless you invest money in infrastructure, health care or the homeless, people consistently fail to understand that investing in projects that actually make money, help fund the areas that they want the government to spend on in the first place.
