Absolutely. Of the cities I've lived in, Montreal is by far the worst and is only getting worse year to year. Waiting 2 hours in traffic is very common in construction season on certain roadways. Of course, being an island, there are only so many alternate routes one can use as well.
Couldn't imagine dealing with Toronto traffic on a daily basis. Traffic in Calgary gets congested at time, but I've never found it unbearable like the eastern cities.
