I can see your point, but what you might be missing is that in your example, Ortio gets extra votes. This will be balanced by other people choosing their pick multiple times. I suspect this balances out, or at least I would expect it to. Leaving us with what is still a pretty good measure of the relative ranking. Essentially, everyone has the same number of votes, and can choose how to allot them.
