Found this one:

Then this one too:
"When we ship the game, the ratings for all our leagues are provided by regional experts who provide us with ratings and potentials for every player in the game."
The first one is for NHL 13, and probably on. The second one is from an interview for NHL 12, so after 12 they went with a more independent guy it seems, yet he's still a pro scout so technically EA isn't doing the ratings as this guy is contracted to provide the input... don't know why I care so much, it's late and I knew I read it somewhere, I found it... I'm happy now and going to bed.
I do think your right though that after 12 it became more in house. Still the actual developers aren't providing the ratings so there is at least some unbiased input.
