I don't think Israel targets civilians, even if you try to justify that statement by saying they target civilian homes (they do), their intentions are very clear: Kill/disable Hamas. I have no doubt, however, that their concern for civilians in comparison with their desire to eliminate Hamas is completely disproportionate.
The problem is not that Israel actively seeks out civilian targets, it's that Israel does not seem concerned with civilian lives. Their efforts to protect them are mostly superficial, or embarrassingly ineffective at best.
