Israel does it's best not to create civilian casualties, they use what are called by some, knock knock bombings, they send in a small bomb that does no damage but let's people know a bigger one is on its way and that civilians should get out if the building. They also have dropped leaflets for years warning of bombings or land assaults.
Both sides are to blame in this conflict, that there is no doubt, but to say Israel targets kids is just wrong. The kids were there, wrong place at the wrong time, Hamas will spin it like they were targeted but they were not the target rest assured. Hamas is known to use human shields, in fact have sent civilians into buildings after a knock knock bomb has gone off thus allowing them to use civilian casualties for their propaganda and recruiting needs.
