Sky Sources: #MH17 flight was in a restricted area unsuitable for civilian aircraft

Is this "unsuitable" in obvious hindsight, or were there actual restrictions to civilian aircraft in this area. Considering Lufthansa and the FAA have instructed planes to avoid the area it would appear to be the former. Not sure what Sky's sources mean here.
