I can't put words in his mouth but I think he was suggesting that if there weren't +15s the services and amenities located on the +15 level would instead be provided at street level and therefore help provide an environment where streetlife could flourish with the proper conditions (e.g. weather, human-scale design, foot traffic, etc.).
