I can't put words in his mouth but I think he was suggesting that if there weren't +15s the services and amenities located on the +15 level would instead be provided at street level and therefore help provide an environment where streetlife could flourish with the proper conditions (e.g. weather, human-scale design, foot traffic, etc.).

By segregating pedestrians in their realm in the +15 and automobiles in their realm on the street, you start to create conditions that are hostile to any decent form of streetlife.
