I think the arrest is a tag along part of the story and can't see it being the driving force behind the recall.
Sexual impropriety is a big deal on any deployment, it was tough enough to get woman on line ships.

I don't know if I can see that as being a reason to pull a ship out of a exercise duty though unless it was rampant and was causing the ship to not be able to fulfil its duty.

There are only so many reasons to pull a ship out of duty like that.

Its an interesting story, this doesn't happen too often. Most of the time the offending members are confined til the end of the exercise unless they are transported out for t some of the more serious things.
