I would say that its more then a minor affair when the boat is pulled out of a major international exercise. It means it goes way beyond on board supplementary discipline and more then likely goes to criminal conduct whether its safety related, or something far worse.
This is beyond the point of the old speech (Hey we have a party set up in your honor, why don't you come right on in, these two gentlemen will make sure that you get to the right place, oh and you won't need that beret or that belt why don't you give those to me).
Yeah, getting arrested on leave is always going to happen when your young and stupid and just came out of the field, but it was never pleasant dealing with the consequences of that when you got back to your unit.
