I cannot say for certain if it was the same as this one but it would have protected from this kind of situation, so that arguement doesnt fly. And even if that was the case the Libs could have introduced an amendment to include such a provision. But.... they didn't, they were happy with 40 year olds having sex with 14 year olds.

IIRC the bill was presented by the tories and defeated by the liberals when everybody was jockying for position during the vote of non confidence days. The liberals voted against it not because the didn't like it but for their own parites political agendas.
