I'm so sorry to hear about this MissTeeks, I really truly hope your little one is safe, and home sooner than later.
I can't believe how the police treat situations like this. I have a friend, who is currently in the exact same situation, his dog went missing on Friday, (he actually saw the person who took his dog, and has a description of the vehicle they fled in) reported it to the police, they filed his report, nothing more. He received a call yesterday, much like the one you mentioned, stating they have his dog, and demanded money for it's return. He notified the police, and much like you, was told there wasn't anything they could do.
How is this not considered kidnapping (dognapping) or extortion? And why are the police so reluctant to do anything? Yet, I'm sure if there was any vigilante justice served up to the scum who are taking advantage of people, the police would be quick to press assault charges.
