Her first priority should be applying for that visitor visa. While that visa is being worked out or validated, she should then use that time to find a company that is willign to sponsor her and go through the steps of getting a LMIA. That way, if things are prolonged with the sponsorship and LMIA, she would still be legally entitled to stay in Canada under a visitor visa
BTW, like any lawyer, immigration lawyers are also fairly pricey
be prepared to pay $300+ an hour to talk to one
