Well that's what's so funny about it.

By definition, 5 should be average. But people usually define either 6 or 7 as average which skews the whole system. Add on top of it this strange misunderstanding a lot of people have of the English language where we say average while meaning not very good. For example I've heard people call the Flames "a pretty average team" when they mean "pretty terrible". So in this example, say the Flames are defined as "average" and 6 is the average, then there will be a lot of teams given a 7 to 10 rating.

This phenomenon is pretty evident in the OP where almost every player is ranked between 7 and 10. And actually 10 is always reserved for an exceptional case, so really these ranking systems usually end up being a choice between ranking someone a 7, 8 or 9.
