This has ALWAYS been a part of the Stampede...in fact i would suggest that even a few as 20 years ago there was much MORE of this behavior than there is now, particularly during the day.
No bars didnt open til 10 AM, but it was much more part of the daily routine to drink during work hours than it is these days. Of course it was still widely accepted that drinking and driving was a minor offense as well. Attitudes change about things, but with the Stampede it has forever been about the party and the events at the grounds, and always will be.
