I'm sure Petry looked at what the Oil paid for a scrub (Nikitin @4.5 plus 5th rounder), as well as all the other free agent D signings, and demanded at least 5+ per for every year of UFA status he gave up.
Petry is the highly sought after right hand D. He will make a boat load as a UFA next year.
The Oil still have to give the mercenary 6 X 6 and I suppose, with what is already locked up, there was none left for their best D man
