Whichever side didn't file for arbitration gets to decide the length of the award, either 1 or 2 seasons. In this case, it will be the Flames' decision.

It may just very well be that his agent and Treliving have just started negotiations, but there is a cut-off period where players need to file in order to have a hearing. The Flames and Colborne may very well make an agreement very soon, but 'just in case' Colborne had to file by the deadline.

It may also mean that they are indeed far apart in negotiations. We will see what happens and what information (if any) gets released in the next few weeks.
An arbitration hearing date will be set for sometime in the coming weeks. The league schedules all hearings, with only one hearing scheduled per day.

The team and player can continue to negotiate right up until the hearing begins. Once the hearing begins, the arbitrator's decision will be binding.

IIRC, when White filed, they were so close to getting a deal done that they asked the arbitrator to push back the start time by 15 minutes, and the deal got finished in that time.

Historically, the vast majority of arbitration cases are settled before the hearing starts. I suspect the same thing will happen in this case.
