I agree with your second statement totally. However, the first one isn't correct based on lots of work done by analytics people. If you were to take a stopwatch and time the portion of the game that a particular NHL team holds onto the puck compared to the other team, it would line up very closely with Corsi (and even more closely with Fenwick). This has been tested.
