I expect Ramage to Graduate to the farm full time this year. I don't think the Flames will retain Billins' rights but I could see them making a QO just because. Never a bad idea to hold on to an asset. If he hits his strie like Gio did when he went to KHL, thats and extra asset to have in your pocket in the future.
