It's somewhat problematic. Personally I don't like the call that the ref made, and I think many refs just would not have cared if Robben does the swan lake again, and it clearly wasn't a deliberate foul.
But technically that doesn't matter.
Really the biggest reason I hate the way Robben played (and really the way he plays all the time) is that since it wasn't an attempt to trip by Marquez, just an accident, all this does is encourage more dives. Nothing defensemen can do to respond to this, except not make mistakes, which is what they're trying to do anyway.
This is in contrast to PK's called for minor but deliberate fouls such as the first PK of the tournament, where Fred clearly fell down without needing to. But that does discourage minor deliberate fouls.
