If the bicycle is on the road it is considered a vehicle and subject to all laws for vehicles on the road. So yes, if they are on a road that is 60km/h, they need to be going close to that. If they are going under, you could technically call the police on them for being under the limit (stunting ticket most likely) much like if you saw a car doing it. Unfortunately, as bicycles don't have license plates, it makes it difficult to report them.
I think if you want to use your bike on the road, you should have a license plate on your bike and pay some sort of motor vehicle insurance like any other vehicle on the road. Perhaps that would make some of these cyclists a little more accountable for their actions.
