I don't think there is any way the Flames would finish 28-30 if they don't change the system. There would be 4 to 6 teams making little effort to win, if not actively trying to lose. Add in 2 or 3 more teams trying to win, but not being very good (similar to Calgary) and then a couple more teams that do a massive sell off at the deadline and Calgary would finish anywhere from 5th last to 10th last I think.
Now, if this change is actually enough to eliminate, or at least drastically reduce, the incentive to tank, then I could see Calgary finishing lower. But still probably 3th last to 6th last. The Flames just aren't as bad as teams like Buffalo, Edmonton, Florida and the like.
